In the interests of due process, expediency, and transparency, His Imperial Majesty decrees the following as the process for the issuance of Firmans and for the process for the issuance of Imperial Assent:
Firmans
Firmans are defined as Letters Patent which may be issued by the Monarch in the interest of elevating citizens to specific titles of high station, or which may be issued to clarify a matter if it is within in the Constitutionally mandated powers of the Monarch to do so.
Firmans may be published whenever the Monarch sees fit to do so, under the Gurkani Archives of Law subforum. The following format (subject to alteration depending on the nature of the Firman and honour) shall be used for continuity:

Imperial Assent
Imperial Assent is defined as the Monarch's Assent which may be issued to an Imperial Legislative Council Firman making it law. This may be granted if the Imperial Legislative Council Firman has passed through both the Diwan-i-Aam and the Diwan-i-Khas following procedure dictated by the Imperial Legislative Council. The Monarch reserves this right to Imperial Assent governed by Constitutionally mandated provisions.
Once Imperial Assent has been granted, it remains the duty of the Culture Secretary to publish the Imperial Legislative Council Firman under the Gurkani Archives of Law subforum in accordance with Council regulations to this effect.
Imperial Assent may be published whenever the Monarch sees fit to do so or in line with procedure, as a reply to the proposal thread which has passed through the Diwan-i-Khas. The following format shall be used for continuity:
