The Imperial Legislative Council decrees that all proposals of legislation (Imperial Legislative Council Firmans) should be formatted in accordance with the following code:

The Imperial Legislative Council assembled, with the grace of His Imperial Majesty Emperor Akbar, hereby enacts as follows:
1. The Blank Act in its entirety is repealed.[/quote]
- All formatting must take place as prescribed above. Failure to follow said regulations will result in the Imperial Legislative Council Firman not appearing before the Imperial Legislative Council.
- All proposals of any sort, pursuant to these regulations, shall first be made in the Citizen’s Hall subforum found under the Imperial Legislative Council forum. They must be in the form of new threads. The title of the thread should be [Blank Act Year], [Blank Act Amendment Year], or [Repeal of the Blank Act]. No description should be given. The proposal should be formatted in accordance with the provisions of this thread. Additional commentary may be given following the insertion of the quote in which the proposal is made.
- Following the proposal being made, any discussions that members of the Imperial Legislative Council (of the Diwan-i-Aam or the Diwan-i-Khas) wish to have must take place on the thread in the Citizen’s Hall. Following an agreement by all concerned that the discussion is closed, the Speaker of the Diwan-i-Aam will schedule a vote on the proposal pursuant to the Imperial Legislative Council Procedure. Following this vote, if the proposal fails, it will not be passed on anywhere and the proposal will be archived. If the proposal passes, it gets passed up to the Diwan-i-Khas. The Lord Speaker will schedule a vote on the proposal pursuant to the Imperial Legislative Council Procedure. If the proposal fails, the Diwan-i-Khas shall pass it back to the Diwan-i-Aam with suggestions on amendments. If this happens, the Diwan-i-Aam must consider to make the amendments if they wish. This shall be voted on. Whether the amendments are made or not, the proposal passes back to the Diwan-i-Khas for a vote. In this manner, the Diwan-i-Khas may suggest amendments to any single proposal for a maximum of three times. If they choose to pass the proposal by vote before the third time, the proposal will pass to His Imperial Majesty, to receive Imperial Assent. If they do not pass the proposal after the third time, the proposal will automatically pass to His Imperial Majesty for Imperial Assent.
- His/Her Imperial Majesty may choose to grant Imperial Assent. Alternatively, His Imperial Majesty may choose to reserve Imperial Assent for a period of time, or until suitable amendments are made. In this case, the proposal passes back to the Diwan-i-Aam and goes through the same process as set out above. Or, His Imperial Majesty may choose to decline to grant Imperial Assent, on the advice of His Imperial Majesty’s Government.
- If Imperial Assent is received, His Imperial Majesty will announce so to the Diwan-i-Khas, in accordance with the provisions set out by a Firman. Once this has been completed, the Imperial Legislative Council Firman will be published in the Gurkani Archives of Law subforum within the Firmans thread. His Imperial Majesty may direct anyone he chooses to complete both of the above.
- Once this has been done, the Imperial Legislative Council Firman shall be enacted pursuant to the provisions designated by the Schedule that was indicated in the passed legislation.
- Any citizen, including His Imperial Majesty, may make proposals in the Citizen’s Hall.
